Defence scientist refocuses on missile program and launches independent inquiry into threats

I recently had an opportunity to discuss with the Deputy National Security Advisor at Defence, General Mark Welsh. General Welsh and I sat down with him to discuss how, despite growing threats, defence funding continues to grow. When I asked him to give me the reasons for that I was assured that it is all a natural response of the government not to see the threat as an opportunity for us to improve our defences, rather than look to address it.

I asked General Welsh: how much does money increase over time over a two- to three-year period?

He replied: 'We are increasing the size and scope of the Defence budget as a result of recent threat developments.'

General Welsh, in particular, said that in the context of increasing threats, money would be increasingly needed to deal with these threats. This is in contrast to spending at the other end of the spectrum such as foreign aid and the US Defence Department budget, which is more focused on preventing a specific threat from being taken seriously, not increasing our defences.

The most obvious implication of this for those of us interested in defence spending is that the defence budget has been going up since 2000.

General Welsh, on the other hand, is a bit cautious when it comes to how much this funding has gone up.

When I asked him, General Welsh acknowledged that the defence budget was growing in real terms and that this increase was partly driven by the cost of the Iraq war, but he stressed that as he described it in the previous paragraph, there was 'no evidence whatsoever that we are at risk from any sort of a future attack'.

A defence secretary is often asked by MPs whether our own threats are being taken seriously and the answer to that is always 'yes, we are'. But if we look at the overall size and scope of the current defence budget, we find that our defence spending is currently too tiny for us to worry about the threat from the other side of the Pacific. It is estimated that the US spends about $4 billion every day to defend its borders from all major threats, as opposed to the $4 billion on defence in 2050 projected by NATO. But we do not worry much about that threat from the rest of the world as this is, as we argued in a previous article, an attempt by the U.S. to remain in control of the world while allowing our national interest to take precedence over the interests of its allies and their defence spending.

The Dalai Lama is reportedly planning to visit the country in late May — and has already spoken to Prime Minister Narendra Modi.

An article by the Washington Times says "he has been in contact with the Japanese government for several months, asking for help. The government has so far declined his request."

It was a decision that shocked the world.

The move has outraged many who have followed the Tibetan Buddhist movement since its inception. The Dalai Lama believes the Dalai Lama is an oppressive tyrant.

A few months ago he spoke publicly about his plans to visit his homeland, suggesting that he might be able to make some headway for peace in the volatile region.

But the announcement sparked a huge backlash from both sides in the region.

It appeared that one of the most influential individuals in the Tibetan Buddhist movement, a man who is widely known and respected in the United States, is about to burn to death.

The Washington Post reports that "the monk in charge of Tibetan affairs, a Chinese-trained scholar and leader of the 12,000-member group behind the movement, has been in touch with the government in Japan for several months, asking for help. The government has so far declined his request."

"This is a major blow to China, the most powerful country in the world, and this is a slap in the face to the Dalai Lama," said Nadeem Akhtar, executive director of the advocacy group The Council for Tibet, said.

"It will hurt India a lot, because India believes that we are on the same moral plane," he said.

The news comes just months after the Dalai Lama himself was set on fire.

One journalist says that the incident is "a shocking development that will shake the Tibetan Buddhist movement and will take the whole thing on a new high."

"It will have a huge impact on the relationship and the ties between the two sides," he added.

But not everyone who supports the Dalai Lama believes his intentions are peaceful.

"This is going to be the most dramatic news of my life," one Western diplomat said, according to The New York Times. "There is a strong expectation in this part of the world that the Dalai Lama's death will be used by China as an excuse for its war on China."

"I mean, it's quite a dramatic development and quite a major loss," he said.

Dalai Lama's plans to visit India this month — in early May — have also come under fire after India slammed its country in a statement.
